The short answer
Most LA camps that publish a policy let you move a registration between sessions or within your own family, usually for a fee and before a deadline. Fewer allow a spot to go to an unrelated child. Read the camp's own wording for “transfer,” “another camper” and “non-transferable,” and check the dates: deadlines are often one to four weeks before camp starts.
Three kinds of “transfer”
Session transfer: same child, different week (common, often $20 to $25). Family transfer: a sibling takes the spot (UCLA Recreation allows this). Transfer to another family: a different child takes over the registration. That last one is the one you need to resell a spot, and it almost always needs the camp's explicit OK.
What to send the camp
“We can no longer attend [session, dates]. Would you allow our registration to be transferred to another family? If so, what's the deadline and fee, and what forms would the new family complete?” If the camp has a waitlist, ask whether they'd refill the spot and refund or credit you. That can beat a resale.
